North Central Solid Waste Authority provides residential and commercial trash and recycling services to Santa Clara Pueblo, City of Espanola, Ohkay Owingeh and
Rio Arriba County, in northern New Mexico.
North Central was formed by these agencies in 2004 to provide solid waste services for their citizens and is a local public body of the State of New Mexico. Each of the founding agencies appoints a Board member to the North Central Board of Directors. Collectively, the Board sets general policies and guidelines for North Central.
There is no operational landfill ("dump") in Rio Arriba County. North Central hauls away everything we collect. Household trash and construction debris are hauled to Rio Rancho. Recyclables go to Albuquerque (paper, cardboard and plastic), Santa Fe (glass) and Texas (tires). Branches are burned using an air-curtain burner, a device which reduces pollution from burning by re-burning the particles in its own smoke. Scrap metal is taken to a metal recycler in Española.
For more information regarding North Central's customer policies, please see the North Central Bylaws. The Bylaws were adopted by the North Central Board of Directors May 15, 2013, and revised November 20, 2013. You may also obtain a copy of the Bylaws at the North Central main office located at 2016 N. Riverside Drive, in Española, New Mexico.
The Rio Arriba County Solid Waste Ordinance is available here. This ordinance was adopted by the Rio Arriba Board of County Commissioners. North Central is bound by the ordinance for operations we conduct in the unincorporated portions of Rio Arriba County, but we do not have the authority to enact ordinances or make changes to the ordinance.
